Seems like a good plan. People who use cars as transport should by modern, less polluting vehicles and leave wealthy people to indulge in older classic cars. "Old bangers" which are traditionally run on the cheap should be discouraged, as they are bad polluters and generally those who run them can't afford to maintain them properly. The less cars on the road the better!! More space for those who actually enjoy driving.
